Hi,

I understand that EU citizens dont need a visa to enter Canada.
Would it be possible to then apply for either a temporary work permit or student visa from within Canada?

Any help would be greatly appreciated.

No, you need an approved Labour Market Opinion from HRSDC that the employer applies for after advertising and finding no Canadians/PR for the job. If approved, you have to apply for a work permit at either a Port of Entry, or an overseas office. For a study permit, you are required to get acceptance from a Canadian school, then apply again at a Port of Entry or office outside, with proof of funds to pay the first year tuition (very expensive for foreign students) and $10K for the first years living expenses.
