Applying for work permit inside canada vs outside

Hello, is it easier to apply for a work permit inside Canada?
Is there anyone who can share their experience in how they made it to work in Canada as foreigner worker?
I'm an accountant but im willing to work in anything, i dont know if i should get a job offer first being outside Canada or inside, since i read some employers prefer people who is already in Canada.

I would work on getting PR status first and forget about trying to get a work permit.

Whether you are inside or outside of Canada, generally speaking, it's next to impossible to find employers willing to go through the LMIA process. Canada has many accountants, so it's going to be pretty difficult for an employer to prove they couldn't find a Canadian to hire for the role.
