Applying for Work Permit if I had a PR but had not completed residency obligations

Hi,
I had received my PR in 2001, had lived in Canada for 6 months but had to move back because of my parent's failing health and had to provide care (I had submitted medical documents when I had applied for RRP (Returning Resident Permit) which was denied. Anyway, since I was not able to come back to Canada for the next 5 years I assumed that my PR had expired as I had not maintained residency obligations.

Can I now apply for a Work Permit or do I have to first revoke my PR and then apply for the WP?

1. As you applied for RRP and it was denied and you didn't appeal, you are no longer a PR.
2. So you can apply for a work permit now.
