Applying for work permit as a refugee claimant

Hi,
There is an option for letter of explanation, it says its optional but if I dont provide it ,will it affect my work permit?
Also,there is a question' have you ever commited or been charged with any crime in any countrt'?
What's this question for?
Should it match with the questions i answered on my refugee application ?

You must answer truthfully if you have ever been charged with a crime and it should match any information you submit to the government.

If you are refugee claimant you can easily go Welcome Center and ask them to apply for work permit for you. Usually they help for free. Moreover they can write letter from their Organization to Ministry asking to process it fast. Actually Ministry will not do it faster, but this letter is something like guarantee.
Anyway I did it with S.O.S non-profit organization. My work permit came in 3 weeks in Vancouver, BC. September, 2017
