I have some relatives that want to apply for a visitor visa to come to Canada next year. They all hold dual citizenship of countries A & B (both countries require visitor visa to visit Canada).

They live in country A and have passports for country A that expire in two years. They also have passports for country B that expire in 8 years.

Can they apply for a visitor visa with passport B even when they live in and have passports for country A?

Country A, but their country A passports are expiring in less than 2 years. So they're wondering if they can apply with their passport of country B instead to get a longer visitor visa.

The answer is yes.

A valid passport means (in part) that the person has the wherewithal to get on a plane and leave after they visit Canada.

The question about where they currently reside is utterly immaterial for the purpose of applying for a TRV.

Although true it can raise suspicion when living in one country where you have citizenship but using your other citizenship passport.

What suspicion is it that you entertain in order to say this?

Why is dual citizenship and the use of a passport from the differing country of habitual residence a cause for concern?

Please explain this vague caution.

I don't believe this should be a concern. They will not hide anything, they'll be honest and state that they're applying with certain passport because of the length of its validity.
