Applying for USA visitor visa during express entry in progress

I have a small doubt that can I apply for USA visitor visa if my Express entry file is submitted and in progress. If yes, then do I need to raise a Case Specific Enquiry to IRCC regarding my passport update as there will be a stamp for USA visitor visa.
