Applying for TRV from outside Canada after already holding a PGWP

Hi,

I am currently in the process of applying for a TRV from outside Canada.
While in Canada, I applied for a PGWP towards the end of May. I received the PGWP sometime in October.
I am now in Dubai and I did not apply for a TRV yet.

While filling out the questionnaire, I entered the purpose as "Work" and the country as "United Arab Emirates".

I answered the rest of the questions and it took me to a document checklist page.
The first document that I need to submit is IMM 1295, which is an application for work permit made outside of Canada.

I already have a PGWP, so did I choose something incorrectly? How do I indicate on the checklist that I already have a work permit and just want a TRV application?

Any guidance would be much appreciated.

i have tried so many time on ircc website to apply for trv .i am not getting any option to do so .I AM OPEN WORK PERMIT RIGHT NOW
