Applying for study visa for fall 2020 intake

Hello
I applied to Niagara College for a course beginning in September 2020, got an offer letter and paid the fee in March 2020 however was unable to apply for a visa because of a nation wide lockdown in India where I reside. Can I apply now in June for the same?
If I don't apply and withdraw from the course does anyone know if I'll be refunded the full amount for the fee I paid?

Yes you can apply now. You do have option for refund but if you withdraw they will subtract 200 CAD fee.

Yes i forgot to mention no processing of applications till june 30th. There changes were made recently.
