Applying for Study Permit: Inland VS Outland

Hi,

I am a US citizen married to a Canadian citizen. I got into university starting this fall, and will need a study permit before I start classes. We would like to live together this summer. The university told me not to apply for the study permit until one month prior to classes starting, stating that the chances of being declined at the border will be high this early (it's May, classes start in Sept).

Should we wait to apply for a PR after I have my study permit?
Can we apply for an Outland PR now, and still apply for a study permit later? Or is it best to apply for an Inland PR?

right now, a study permit application from USA is processed in 5 weeks according to the cic website: http://www.cic.gc.ca/English/information/times/index.asp
from within Canada, it is 7 weeks. So I would definitely not wait until only 1 month prior to the classes starting to apply, I would suggest at least 2 months before, maybe even 3.

When we applied for inland spousal sponsorship for my wife, she had an ongoing renewal of her study permit. I don't think it matters whether you do it before or after the PR application, maybe some more senior forumers might confirm/correct.

Unless you are going for a PhD, I would strongly recommend you to apply for an outland PR ASAP. As a PhD student, you can get relatively easily tuition fee exemption and pay the same amount as Canadians, but for other levels, you will pay as a foreigner, therefore quite a lot of money. By doing an outland PR from USA, you would likely get your PR in about 6 months. Using inland, it will take you 12 months.

As advised in your other thread, apply outland. American apps take 4-6 months, with many being done even faster than that.

Anyone who doesn't require a visa to enter Canada can apply for a study or work permit at the border.
