Applying for second study permit in Canada as a visitor

So I was an international student enrolled in a bachelors program here in Canada. Due to anxiety disorder I was not able to to complete my studies and had to take withdrawal on the recommendation of my psychiatrist. Now after about a year of therapies and counseling my anxiety is almost non existent and I feel very confident going back to school.

The only thing is my old study permit expired last year in Dec 2018. And I am here in Canada (arrived last week) on visitor visa. I have also decided to change my study program. And this is the very reason why I came to Canada is to figure out which study program and school will be the best for me.

So my question is am I eligible to apply for study permit as a visitor who was enrolled as an international student but due to anxiety could not complete the studies? I am also well aware of the fact that I will not be eligible to apply for Post Graduate Work Permit upon graduation as I took withdrawal from studies. But my immigration advisor told me that I could be eligible if I could provide a valid reason for taking time off from studies. And I belive I do have the valid reason, as I have all the medical documentation stating my psychological condition during my previous studies.

Please let me know your thoughts.

Why did you not apply from your home country? Would be much easier to prove that you will return after studies. Did you go home after you withdrew from school? PGWP is still possible but likely starting from this new degree.

I have not yet applied for the study permit. And this is the reason why I asked this question. I can still go to my home country or United States to apply for the study permit.

I stayed for 6 more months in Canada after I took the withdrawal and the reason for that, I was still getting treated by my psychiatrist and had no choice to go back during that time because of the severity of my symptoms. It was not possible to return to my home country, find a new psychiatrist and start the treatment. It was too much of a burden for me. So I decided to stay for sometime. And once my condition improved, I left Canada.

I don't feel Canadian authorities could think that my intention is to illegally immigrate and settle in Canada. The reason why I feel that is because my parents have a good financial standing in my home country and can even buy Canadian citizenship if they want to. I have also been to so many countries including USA. Me and my parents also had/have residencies of few countries and thinking about purchasing citizenship of some countries including Turkey or Greece.

This is not to brag about my financial condition. I may have a good financial backup but I have had dealt with a lot of suffering mentally and through some traumatizing experiences. The only thing I want now is to build my new life and support myself and others.

So please let me know where should I apply? Do you think maybe applying from USA will be a good idea? I read some posts here of some people who have applied from United States while staying in Canada by sending their passport through courier.

Just for future reference, you can’t “buy” Canadian citizenship. The concern is the fact you overstayed, regardless of the reason, and that does have an effect on an application of a foreign national to study in Canada. Then again, you seem to have adequate funding, so clogging the Canadian courts with a judicial review shouldn’t be much of a burden for you if your application is refused. Best to apply from outside of Canada to improve your chances.
