Applying for PR without permanent address

I'm moving to Canada soon and I'm planning to stay with relatives for a short while until finding an apartment to rent. I need to apply for PR - how would I prove my residency without bills etc.? Thanks!

Are you already a PR holder ( means already received COPR)? If yes, then you just need to provide address to CBSA agent at the time of landing. No proof required.

Not yet. How far in advance can I apply? And what proof of address would CBSA require? (Surely proof factors in somewhere?)

Also, OHIP's site (https://www.ontario.ca/page/apply-ohip-and-get-health-card#section-3) implies that proof of "OHIP-eligible immigration status" is distinct from proof of residency. (That page actually prompted my question.)
