Applying for PR travel document

I finished my landing on June 3rd and I am travelling to India in August. I see that I can apply for the travel document only from India. Is this true.Can I not do it even before I travel?

Anyone with a similar experience?

You can only apply for the TD once you are in India. You cannot apply from Canada.

It depends on where you apply? In my case took only 5 days.
You should call and contact VFS in India first about the processing time before you apply.

I've heard some countries takes for 30 days to receive PRTD.
