Applying for PR in Canada, spouse outside Canada

I am currently residing and working in Canada with a PGWP and I am hoping to apply for PR by January. I am looking to apply with my spouse who is outside Canada. Is this possible or does she need to come to Canada for me to be able to apply my PR with her?

You can apply with spouse outland and PA inland.

You can find quite a lot of examples here. IRCC pretty much says you can apply from anywhere except if it's spousal sponsorship.
