Applying for PR from USA without legal status there

Please help me with my case. We (with family) are staying on the US for almost 11 months. First 6 months we had a legal status (B1 visa). After we've got an ITA, I am puzzled what could the options when applying for PR. Can I change my country of residence to USA, if I mentioned my country in EE application? Can I apply in such a case from USA?

Yes if you can get FBI PCC, POF and Medicals done there in US and explain why you have overstayed your visa, sure you can apply from USA.

He can apply from USA. Without proper justification, he has overstayed in USA, which can be viewed seriously by IRCC?
