To help you make the decision I will share the application procedure with you first
1.) Send App to Nova scotia in Sydney Canada with required forms and fees. If it passes initial eligibility test you get an acknowlegement telling you to submit your application to local VISA office
2.) You need to submite detailed docs as per visa office requirement form along with Permanent resident fee with in 120 days of AOR
3.) As soon as visa office gets the doc the processing starts. Eligibility review, background check, security check and verifications are done
4.) If everything goes fine You get a Medical reques and passport request
5.) You provide medicals and ppt to Visa office
6.) You get the shining visa on passport back after few weeks (4 to 6 weeks)
This is assuming you qualify, you have all required docs and everything goes fine. The proceedure will take about a year or so.
Now you can apply from your citizenship country or any country where you are legally residing for at least one year. You need to keep in mind that passport will be with local Visa office for few weeks and you will needs loads of documentation.
