I am in land and I received a confirmation of permanent residence (coPR).. I want to apply for PR cards. The coPR letter says I need to send the coPR letter and one photo to the address below

Immigration, Refugees and Citizenship Canada
IRCC - NHQ (Mailroom) – PR card photos
Ottawa Office (3122)
365 Laurier Ave. West
Ottawa, ON K1A 1L1

However, the IRCC website (https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/application-renew-replace-permanent-resident-card.html) says I need to fill out an application form and send other documents.

Should I follow what the coop letter says or the IRCC website?.

I believe you do not need to submit the application for a new PR Card as this is your first PR card. Please refer to the below link.

https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/guide-5445-applying-permanent-resident-card-card-first-application-replacement-renewal-change-gender-identifier.html

I found this on the IRCC website.

I am a new permanent resident. Do I need to apply for a PR Card?
If you are a new permanent resident, you will automatically receive your new card by mail when you first arrive in Canada. This is part of the immigration process and you do not need to apply for a PR Card.
