I graduated from Queen in 2008 then I worked for CIBC with my PGWP for a year. After that I left Canada back to India because a firm paid me very well. Now it is 2015, I want to go to Canada again and start my school, is it possible for me to apply for a PGWP again after at least 2 years studying?
 
Nope - not possible.

PGWP is once-in-a-lifetime only.

Is there any news about any possible changes regarding international student related issue during the election? Do parties have any plan about the changes related to international students?

No - no news. You should not be expecting any chances to PGWP rules as a result of this election.

You can certainly come to Canada on a study permit again. You just won't qualify for another PGWP.

So in my case, what methods should i consider to immigrant after studying again in Canada?
