My boyfriend and I lived together in Singapore more than 1 year. So he is sponsoring my PR application as common-law partner. As we were filling out the forms, more we felt like it's better to go to Canada and apply from there because of following reasons:

1. He won't have to prove that he is returning to Canada.
2. Since they launched a new programme to give open work permits to applicants for permanent residence under the spouse or common-law partner, I could apply for it while waiting.
3. It will be easier to look for a job and go for interviews in Canada.
(I have 6 months visitor pass to Canada until 2016 / I'm Mongolian)

Has anyone applied for PR within Canada on visitor pass? Is it recommended? Please help. Because if we decide to go, we need to resign from our current job by next week, so that we will have enough time to send the application before my police clearance expires.

There's no problem applying from inside Canada with a visit visa. Many people do.

I do believe that if you apply within Canada that you are not able to file an appeal if the visa is denied, where as if you apply outside Canada and the visa is denied then you may file for an appeal. I think I read this on the Imm Canada website somewhere.

That is one sucky disadvantage that you can't appeal. But you absolutely have every right to fill out another application and send to your outland office if it were rejected. It wouldn't be fun but it doesn't mean you don't get a second chance!

I see. Thanks a lot for your replies... It's really confusing for me and we need to decide quite soon....

I also have another question.
Is it possible to reside in Quebec but apply with intention to live in Ontario (without applying for Certificat de sélection du Québec)? My bf is from Quebec but we want to live/work in Toronto since my french isn't good yet... But we will stay in Quebec in the beginning...

I'm sorry I might be asking really stupid questions...

Not having a CSQ may exclude you from some Quebec services like free French classes but apart from that, they aren't really checking too much where you end up after you get your PR, especially if you are being sponsored by your spouse.

Hi RDN, i was just wondering how things worked out for you and your boyfriend, did you end up applying for PR while on a visitor visa? Also, have you been granted an open work permit? Hi sorry, I haven't checked this post for a while. We ended up deciding to apply outland because the timeline was much shorter. Now I'm staying in Canada with my boyfriend on tourist visa. I can't work now but I've been taking french classes in Montreal.
