Applying for Permanent Residence with bipolar.

Hi Everyone,

I’m a 27 year old male from Ireland working in canada. I am college educated with a degree in engineering. I’ve been in Toronto for a year now and wanted to get the ball rolling on my PR. I recently was filling out a lawyer application and noticed a question regarding mental health. As mentioned I am bipolar however I’ve been medicated for some time and it does not really affect my life as a result. I have met an amazing girl and my fear is if I disclose this information from my application it may be rejected and thus forcing me to return home. Can anyone advise of any information or personal circumstances it would be greatly appreciated.

How exactly are you planning on applying for PR? If your partner is sponsoring you, then there is no issue. However, if you are planning to apply through an economic stream, then it is possible you could be declared medically inadmissible and refused.

If a person is determined to have a medical condition that will cost the healthcare/social systems more than ~$6600/year, they are medically inadmissible. Have a look on Canlii to see if there are any cases with bipolar applicants.

Thanks for the response. I understand the reasoning regarding medical costs however I’m completely covered through my benefits from my employer. Even at that my prescriptions at most would only cost $300 a year. I’ll try do more research to ease my nerves.

As part of the excessive demand test they try to project 10 years of medical/social services costs for any condition you may have. So if your condition is stable, inexpensive to treat, and not expected to worsen or get more serious over time, then you would probably be ok.

I would still get a professional note from a doctor/specialist though to confirm your condition's stability for next 10 years, just in case IRCC thinks differently. Also include details of your employer's insurance plan to cover cost of meds.

As of yesterday, CIC has announced changes to medical inadmissibility. They have pretty much tripled the limit to apply the excessive demand clause. So unless CIC believes the annual cost of taking care of somebody's health issues is around or more than 20k per annum, you are good to get a PR. Please note that you have to apply now (even if you were refused in the past) in order to be accepted with this change.

Looks like PFitz applied via spousal sponsorship in 2019. So he would be exempt from the medical cost of his illness.
It's different if you are applying via economic stream.
