I don't think I can add anything that hasn't been said, if you don't have a valid IELTS test by the time you apply don't do it. Your application will be rejected, you'll take an eligible person's spot and you might be charged with misrepresentation for lying on your application.

Don't let FOMO take over, there will be more chances to apply for PR in the future. Or just wait until you're eligible for CEC or PNP like people have been doing for years.

Thanks for your help. I mentioned in my previous post that I managed to find a spot for IELTS @ 13th June. I won't apply if I don't have my IELTS.

FYI, I called immigration a couple of hours ago and the officer told me that I need to have my degree in order to apply.
I guess that answers the completion letter question now.

**Although it'd be wise to get all your documents ready as though you'd qualify anyway because the phone agents have been known to give the wrong info. I've personally had them and the twitter team give contrasting response to the same question a couple of times.

Good thinking. There's still a possibility that the official guidelines available after May 6th will allow us to apply while waiting for the degree.

IRCC has clearly mentioned the rules "for now" , until the official forms come out, we can't say for sure.
It will be logical for IRCC to exempt students who finished their programs this April to apply showing unofficial transcripts, until they say something like that, below rules will apply;

Got good news. I just managed to find a date for IELTS within my city. For 13th of June (2021). June is also when I receive my actual degree from university so this is not too bad. Seat is confirmed (luckily). Y'all think that the applications would be open till then? Should I try for an earlier date?
Nope, it could be god's mercy or enlightenment to see it still ticking End of the first week.
