Applying for minor passport

Hello,

I recently received my daughter (new born) citizenship certificate and my daughter is currently in India and I live in Canada

Is it possible for me to apply for Canadian Passport in Canada for my daughter, while she is is India? Or should I only have to apply from India?

Please kindly advise
