Surely its a matter of "when", and not "if", they start giving out ITAs to candidates without LMIA or a nomination. I read that as without one or the other you will not get an ITA.
The real issue is then WHEN exactly will the points threshold be set at 600 or lower. It can be set from the next draw or it may still be above 700+ range until many more months. The fact that CIC has kept a tight lid on this matter is whats stressful to a lot of people who do not have an LMIA/nomination; whose work permits are on the verge of expiry or simply those applying from outside Canada.
Needless to say If you have an option of having your employer apply for LMIA on your behalf, go for it.
