applying for dependent visa when my husband is in work permit

hi, my husband is in workpermit until end of june 2017, we both got married on nov 2016 and we applied for a visitor's visa which got rejected stating the following reasons

1. no travel history
2. family ties in canada and country of residence
3.purpose of visit
4.no sufficient funds including income or assets to carry out your stated purpose of visiting and staying in canada

my husband has applied AINP ( alberta provincial nominee) and is going to apply for a permanent residence in the month of jan 2017. he will apply PR with me as his spouse. what would be the best option for me to come to canada ASAP. please suggest, thank you
