Yes you can. I believe I read it somewhere on the CIC website that validity of the PR card doesn't matter when you apply for the citizenship. My driver's license and PR card were both about to expire when I had sent in my application and I had no issue whatsoever. Processing has been completed and I'm only waiting my oath ceremony. Thank you and when did you apply? I am just wondering about the processing time for the application? People are telling me it takes a year or so

I applied in January 2018 and have my oath ceremony on September 4th.
