Hello. In July 15 my friend will complete his 1095 days staying in Canada to apply for citizenship but he must leave Canada for emergency reason, my question can he apply within just 1090 days or less, he really wants to apply but he needs to leave country in July 1, can Someone with experience help please, can he contacts someone working on the citizenship service and explain to them?
 
They explicitly state this is against rules. I don't think they would have any interest in bending the rules because then everybody will try to do it.
 
He may try. But I don’t think it’s worthy to waste that time. I’m pretty sure he will get the answer “No”.

He would rather wait to come back Canada and complete the remaining days instead of getting the file rejected.
 
When you submit the application, you have to include the residency calculator. It will clearly show that he doesn't meet the minimum number of days to apply. Do not even try it. As suggested, wait till he is back to Canada and accumulate enough days and apply.
 
That would require a Citizenship Act change...
1095 days minimum is not a simple rule, it's by law, there's absolutely no way around it.

1095 is the basic minimum requirement so don't apply if you don't meet this criteria

Not eligible. Don't waste your time and be a burden on the IRCC.

And to add people have applied with 1095 and missed a day and been rejected with 1094. So no, there is no point in applying.

Your friend can apply with less than 1095 days if he is leaving Canada on crown service I.e. to represent Canada in other countries.
 
He will need to wait until he's back and he's able to meet the requirement. Plus, I suggest not to apply exactly at the 1095th day in the country, but to wait a some extra days just to make sure that if he miscalculates the number of days because of unreported trips or some other reasons, he can be sure the application will not get rejected.

I was fairly sure on my calculation, so I applied 10 days after I reached the requirement just to account some minor miscalculation I might have made, but if for some reasons he feels he may not have tracked his days out of the country correctly, he may want to wait even more time.
