applying for an open work permit

hi everyone!

can someone give me an idea on how my fiance can apply her work permit into an open work permit?She's already been working here in Canada fro more than a year now and presently her WP is being renewed.I am a PR already and we have plan to get married in a month soon
and after our wedding,i wanted to apply her PR under my sponsorship.we are in the same province of SASK but in diff city/town.I wanted her to have an open work permit so she can move in my place and find a job as well.please assist e wtih this matter,thanks!

If you sponsor her inland, then she will qualify for an open work permit after first stage approval. First stage approval currently takes approximately 11 months to complete.

If you sponsor her outland, then she is not entitled to an open work permit.
