Applying for a Work Permit. HELP!!!!!!!!!

I need help. Please. My sister(Philippine Citizen) got her tourist visa to Canada valid for 2 years.
Now she's here in Canada she got a job offer. I understand that you must apply outside Canada for a work permit.
But is it possible for her to apply in New York Visa office(by the way she has a U.S. Tourist Visa as well)? Please help me. Thank you.
