Hello

I'm a refugee in Canada who's been granted approval for my refugee case from the court a year and a half ago and I'm waiting for my PR card to arrive in the mail.
As a truck driver, I want to apply for a "Fast Card" which facilitates truck drivers traverse between Canada and USA. However, in the required documents it is mentioned that a valid passport is needed for this application. My question is the following:
What document, if any, can I use in this situation instead of my original passport (which is currently held by Canadian immigration)?

Valid Passport is part of the eligibility. In your situation you need valid passport, and Permanent resident card as well.

As already mentioned you have to see if you can get a normal visa to enter the US. Unfortunately there is a good chance that you may need to wait u til you have Canadian citizenship before qualifying. You should not use your home country passport to apply.
