Applying for a 2nd PhD in Canada

I have got a PhD in Fish Nutrition from South Korea in 2014, and have over 6 years of postdoc experience. Im interested in applying for a PhD degree in Animal Nutrition in a Canadian University. Considering that I have already a PhD, am I eligible to apply for a scholarship for a second PhD? Also, as my field of study has been fisheries science can I apply for a PhD degree of a different major? Also, considering that I have published 63 articles mostly in Q1 Journals, do still I need to take IELTS test if I get acceptance for a PhD degree? Thanks in advance.

Sure, you can apply. I would make sure it's at a top school. What scholarships / funding are available will be up to the school you decide to attend.

Whether you need IELTS will be up to your school / program.
