Applying Directly at Vienna Embassy for TRV

Hi there, I am a Canadian Citizen and my Spouse is Serbia. Instead of applying through the CVAC office in Belgrade, I would rather apply directly in Vienna. Of course, when you try calling the Embassy and speaking to a person, they say "refer to the web site" for all your questions. Clearly, the web site doesn't answer all questions. They are open from 8:30 - 10:30am and just want to confirm that we can go in person to apply directly for a TRV. Does anyone know if that can be done ... I assume it can, but would like to atleast confirm before I head to Vienna with that assumption in mind.
