Apply Work permit in NYC visa office at January 2015, please help!!!

I cannot find the information in the forum, so I have to begin a new topic. please help!
I submitted my work permit (postdoctoral fellow) online on Jan.25 in USA, but I haven't heard anything back, the application status is still Open ???
Now I have a few questions:
1. My citizenship is China, but I submitted the application in USA and now I am in USA, so it should be New York visa office who process my application right?
2. Does anybody have the contact information of NYC visa office? like Phone number.
3. Is there anyone also apply work permit through NYC visa office? Have you got any information?

1. The posted processing time is 3 months. As you are not applying in your country of citizenship, it could be longer. http://www.cic.gc.ca/english/information/times/temp/workers.asp#west

Thank you so much for your reply.
So even my citizenship is not US. but I submitted the application in US. and I am in US now, my visa office should be New York. I want to confirm this.
Also, some people said we should upload police certificate, but when I applied online, it was not required. Should I upload it through the online enquiry? (actually I don't know whether the online enquiry is useful or not?) or I just wait for their requests?
