Apply to study permit from USA with F-1 visa

Hello everybody
any body here please, he is in same situation as mine, applying for study permit from US if so, please how long it takes usually I know in CIC they say 5 weeks but It gives impression that gonna take more than 5 weeks . . . any ideas or experiences to exchange them . . .

How are you?

It takes at least 5 weeks to get your visa and basically where are you from? Have you taken IELTS exam?

Hello I don't IELTS I had master from USA also I'm going to French part . . . QUEBEC . . . I had french degree too so I dont need any test . . .

I completed Bachelors in Computer Science and Engineering ( INDIA ) - (2005 - 2009)

I worked as a Software Programmer ( INDIA ) - (2010 - March 2014 )

I completed Masters in Computer Science ( United States Of America) - ( 2014 - 2015 )

Currently, I am working as a Software Programmer ( United States Of America) - (2016 - Till Date)


Question: Currently, I am in the USA. I got admission from University in Canada WITHOUT IELTS. Now, can I get Student Permit Visa WITHOUT IELTS?
 
I finished masters in USA and working currently on H1B.
I applied for canada student visa on Mar 18 and received my visa on Apr17th.
Got my passport stamped on Apr24th.
So total time it took for my visa is 5 weeks. Hope this is helpful
