Apply through Quebec or Newfoundland??

Hi there!

I am a British international student studying at a school in NFLD, living with my spouse in QC. My spouse is from NFLD but is doing a masters and then a PhD at Montreal school. So we will both be living in Quebec for at least the next 3-4 years.

We planned to put the application to IRCC in December. But! We just found out that QC has its own program in addition to being accepted by IRCC, and that there is a minimum income requirement for my spouse. As they are a full time graduate student we don't think we'll meet that requirement.

My question is whether it would be better/possible to somehow put the application through as residents of NFLD rather than QC, as I have my school in St Johns, they are covered through healthcare etc by their home province, and so on. While we will be living in QC for the duration of their program, this does not mean that we plan to settle in this province after that.

You need to apply through Quebec.

There is no minimum income requirement either federally or in Quebec.

That’s not what I see on the QC government page. It says that after you apply to the IRCC you must make a second application to Quebec which has its own specific requirements. It states that that sponsoring spouse must have a minimum income of 23K.

“Financial capacity evaluation
You must demonstrate that you have had sufficient financial resources at your disposal over the past twelve months and that you will continue to have those resources available to you for the duration of the undertaking. The evaluation takes the following elements into account:

  • Your income and that of your spouse, if he or she signs the sponsorship agreement with you
  • The income required to meet the basic needs of your family unit
  • The income required to meet the basic needs of the person you wish to sponsor and, if applicable, his or her family members, whether they accompany the sponsored person or not
  • If you have already sponsored someone and your undertaking is still valid, the basic needs of the persons covered by the previous undertaking
The total gross annual income required for the sponsor represents the SUM of the income established in Table 1 and the income established in Table 2. These incomes are indexed each year.”

Spouses are exempt, hence why there is no financial capacity requirement listed.
