Apply study permit from Dubai

Hello

A close friend of mine wants to apply for a student visa from Dubai, but I heard there is a high rejection rate there. She currently works in Dubai, but is from the Philippines. IF she gets an acceptance letter, would it be best to chose country of residence as the Philippines or Dubai? Just gathering some information from those that have gone through this experience.

Thank you for your response. I assume she'll need a killer letter of explanation to not be rejected. I am mostly certain she will want to potentially stay in Canada under some PR program.
