Apply PGWP Without Completion Letter

Hi,

I have got my transcript but need 7 days to get my completion letter. I need to apply for PGWP asap because my work starting date is next week. Does anyone know if I can apply for PGWP without the completion letter and do a make-up when I received it?

I saw it is allowed on the website but I still want to know if anyone has a similar experiment. Any help will be appreciated!
