If the applicant would like to obtain an open work permit, he or she can apply for one at the same time that they apply for permanent residence. To do so, they must include a completed Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker form [IMM 5710] (PDF, 458.69 KB) and the appropriate fee, indicating that they are applying for an open work permit.

Applicants who have already submitted an application for permanent residence but have not yet applied for an open work permit can do so by submitting a completed IMM 5710, including the appropriate fee, to the following address:

T9C 1X6

Regardless of whether the application is submitted before or after submitting an application for permanent residence, refer to the guide for Applying to Change Conditions or Extend Your Stay in Canada.
