Apply from Canada or apply from India

I am currently in canada and work permit expires on August.I have already completed 1.5 yrs in Canada.I have not applied for CEC so collecting all documents/langugae test.I am hoping within 2-3 months , I should be ready to submit.
Here is problem :
1. if I apply while being in Canada by March - 2013 and If I leave from canada by August - 2013 , when I get my PR stamping for passport , I would need to travel to Canada again to get stamped my passport and thats to without job , stay here for 1-2 months and search job.
I am not sure if I would take that risk yet however (as i have seen in many posts) passport can not be sent to CIC if you are outside canada.some say it is possible , some say it is not. it looks to be reasonable risk even if i designate anyone to carry my passport.Does anyone has official note on this ? if i call CIC , will they answer this properly ?

2. If i choose to submit application in India (which i will have to do within 1 yr after leaving Canada) then where the application should be submitted. is that CIC delhi and then they will send to Buffalo for processing ? and i will get all things done in India alone.what is processting times difference if being filed from canada and outside canada ? Also somebody suggested that you directly send to Buffalo before leaving Canada so mention all your addresses of india so processing can be little faster.

3. is it possible if i file CEC PR in Canada and before my work permit expires (and CIC acknowledges my application being processed), will i get any open work permit LMO to work in any company temporily.

All the applications would be processed from CPP O , irrespective of where you apply from. I have seen people were asked to submit PP to Detroit even when they applied from New Delhi and choose VISA office as New Delhi.. So better to apply from Canada. Processing time would be pretty much the same.

Would we get open work permit for NOC types (i fall under skilled one) once we have file number ready. and if my work permit expires in 2 Sep 2013 , do i need to be sure i get my file no. before 4 months of work permit expiry ?

If you get your AOR, you are eligible to apply Open WP anytime between May 2 - Sep 2 ( 4 month clause). You can get AOR even on Sep 1 and you can apply Open WP on Sep 1 itself.
