Apply for PNP before Creating Express Entry Profile - Possible ??

Dear Members,
To improve my CRS score can i apply for a PNP program before creating my Express Entry Profile ? Is that possible ? If yes please guide me with the process.

Dear Members ,
i calculated my CRS score and it's quite low. I am thinking to apply for a PNP and then only create an express entry profile to get that additional 600 points. But I have 3 questions.

Question: I have calculated my NOC code : NOC 2171 Information systems analysts and consultants. Which province should be ideal for me

Question: How to apply for that province and how much cost is involved for the application

Question 3: Last, how much time it will take .. Thanks
