apply for my mother through online system from Canada please HELP

My mother applyed ​​for a visiting visa to Canada last year but they rejected it. This year I want to apply for her by Online. I am a resident of Canada. is it possible to fill in the application form for her from here ?? ( Canada ) because my mother does not know how to use the computer.

Is it possible to fill in the forms from the site of the Canadian Embassy in Abu Dhabi ? Can I sign on her behalf?

You cannot submit application on line from Canada on behalf of your mother. She need to sign the application.

She can submit the paper application by authorizing you as an Uncompensated representative ( being family member who do not, and will not, charge a fee or receive any other consideration for your advice and service)

She must use the form IMM 5476 for use of representative, signed by her.

Please note that many visa offices have specific local instructions about which documents you must submit with each application. Consult the list of Canadian visa offices to find the office responsible for her country of residence and what requirements and procedures she must follow when she apply.

I need your help to write a cover letter to the empssy that my mom will come to canada to see me and my three kids after 5 years. we missed her a lot and I cant go to vist my mom beacuse i am busy with my bessnise ( i have face pinting compane ) and travling hard with three kids. my mother will stay for only one month. my father will not come with her coz he is working and my brothers and 17 years old sister also not coming with my mom is that will help as strong ties to her contary ??

please help me with simple cover letter expline all the above I am not good in wariting .

Why do you need to write a cover letter? Can't you include that in your letter of invitation? Your mother will need to show the invitation letter to the VO anyways.
