apply for CUAET or exchange soon expiring passport first

My elderly parent arrived to Canada (province of Quebec) with a visitor visa which expires mid-Summer along with her passport.

As Ukrainian she qualifies for CUAET, which come with some support including medical, so we would like to apply.

Should she apply for
- visitor visa (probably faster, though not sure can they reject it since she already hold?),
- work visa (work, even as cleaner/babysitter etc might improve potential Humanitarian immigration chances as a Canadian ties/experiences, though medical exam might be needed )
- or apply to change her passport (normally up to 3 month in a Ukrainian consulate/embassy)

So could you please advise should she apply for Visitor, Work or Passport first?

Does it make sense to apply for new passport and visa in the same time?

Is there any risk CUAET visitor visa will be rejected as she holds visitor?

If apply for work CUAET, what duration to request? until mid-Summer, 3 years or 10?

UPDATE Ukrainian Embassy refused to exchange pasport without confirming canadian status with Cuaet/work permit/lended immigrant/medicare

so get CUAET directly in the airport

They should be applying for CUAET. Yes they should apply for a new passport right away. The fact that it will take up to 3 months may create problems because you want to have the new passport before getting approval for CUAET and OWP. Once they get a new passport they have should send in a webform indicating they have a new passport and send in an image of their passport and expiry date. They should apply for an OWP at the same time as CUAET. The government has created the CUAET program to prevent Ukrainians from applying for other programs. If you want your mother to remain in Canada permanently PGP would be the appropriate application to apply for. She has the ability to remain in Canada for at least 3 years and will have access to financial support and medical and the status of Ukranians will likely be reassessed if the war continues and dependent on the level of destruction. Trying to secure PR for a parent through other means than PGP may be difficult because they already have the ability to remain legally in Canada and have access to services. In general the question will be they are already receiving a type of humanitarian program and why can’t this family apply for PGP if they want a parent to remain in Canada forever like other families trying to sponsor their parents. This isn’t a situation where they aren’t able to stay in Canada, can’t have access to medical care once they have CUAET, have access to welfare if they qualify, can work, etc. What makes this an H&C situation if they are already under a specific Ukrainian humanitarian program and why can’t they apply for PGP.

PGP is not available now and lottery when it is. As I told we failed get passport accepted for exchange due to absence of CUATE/sin/medicare or other status confirming document. So plan is to apply for CUAET, then get passport extended or get new one. Next apply for another CUAET extension with new passport as visitor. Superparent visa another option

PGP is the designated way to sponsor parents even if it is a lottery. You can only apply for a super visa abroad. CUAET gives you better access to benefits and healthcare than a supervisa.
