Apply for Asylum while on transit

If someone has a valid USA tourist visa and their flight transits in Toronto can they approach the immigration officer at Toronto airport and apply for asylum? The asylum seeker does not have a visa to enter Canada, he is just in transit. Any help would be appreciated.

He won't be able to transit through Canada without a valid Canadian visitor visa - so no.

Yes - you can apply for asylum in Toronto. You will need to apply for a transit visa in advance and be approved in order to be able to board the airplane and transit through Toronto.
