Is it possible to apply for a tourist visa to go to Canada after applying for a perm resident visa outside of Canada?

The tourist visa is so I could my wife could come to Canada with me while she waits for her perm resident visa to be approved.

Where are you from?
Nothing is stopping you from applying for one but I have heard of high denial rates as people do not have significant ties to their home country.
 
Yes, it is OK to apply for a tourist visa after applying for a permanent resident visa. Include proof of ties to Brazil, and also proof of the PR application, then include a letter stating she does not want to jeopardize her PR visa, so will comply with the TRV.
Some forum members have managed to get a TRV under these circumstances, so there's no harm in trying.

Do you know if she gets the tourist visa and goes to Canada and while she is there the perm resident visa is approved, does she need to return to Brazil to get the perm resident visa or can it be sent to Brazil?

She'll send her passport back to Brazil and it will be mailed back to whatever address you gave CIC.

You just need to be aware that if she comes to Canada as a visitor and an interview is required, she will need to go back to Brazil (or wherever your visa office is, I can't remember if Rio has one) to attend the interview.

whatever it says on the tourist visa. If the person is visa-exempt and got a stamp at the border, it's 6 months unless there is a date written on the stamp.
You can also request an extension, as long as you do it before the end of the previous visa.
