Apply EE from Quebec- COVID condition

Hello,

I'm applying for EE from Quebec through CEC,
Currently, I'm in Montreal, but I'm applying to jobs, and hopefully will get one before I receive an ITA. Due to the COVID situation, ofc finding a job is not as easy, but I'm sending many job applications to Toronto, and also I have relatives in Toronto. As you know, since I'm a resident of Quebec, I have to provide an intention to leave Quebec, and I really don't want to go to another city in the Covid condition, especially without having a job, Also most of jobs that I applying to, are remote because of Covid. Now, my question is, do you think my intention to leave Quebec is strong enough if :
1- I have a remote job when I received my ITA, and in my LOE I explain to the officer because of Covid I avoided to move to another city, but I will move to the job location soon (not lying)
2- I don't have a job but in my LOE I provide my job applications, and the fact that I have relatives in Toronto, and not knowing French in Quebec made me move somewhere else, but because of Covid I'm stuck here for now.

You need to take concrete steps to leave Quebec. Simply having relatives in Toronto and not speaking French do not show you actually intend to settle outside Quebec. A remote job does not show any intent to leave Quebec. You need to get a job outside Quebec and actively look for housing, wrap up your affairs in Montreal, etc.

Hey, so I received my ITA and still in Quebec, I'm planning to find a lease transfer in Toronto very soon, and put that as the proof of my intention to leave the quebec, and I submit my application before I actually leave the quebec. I also found a job in Ottawa, which is currently remote, so I put my job contract too.

What is your plan?

That's a solid plan man. I just got my ITA this week, doing a job hunt outside Quebec. Pretty scared what if I don't get a job offer.
