Hey there, need more help.

1, I believe I can submit my CEC application outside of Canada (within 1 year left my job).
2, I plan to apply it in China. So, just checked their website and found this: It seems I need to submit it to Beijing office

Applicants in other economic programs (Entrepreneur, Self-Employed, Quebec Investor and Canada Experience Class (outside Canada)) should submit their applications to the visa office responsible for the country where they have been lawfully admitted for one year, or their country of nationality. Citizens of the People’s Republic of China (PRC) residing in the PRC may apply in Beijing or Hong Kong only. Citizens of the PRC who have been lawfully admitted to Canada as temporary residents may apply to Beijing, Hong Kong or Buffalo.

However, I found this on CIC website:

NEW: As of January 1st 2012, all Canadian Experience Class applications must be submitted directly to the Centralized Intake Office (CIO) in Sydney, Nova Scotia. Applications must be prepared using the updated instruction guide and Document Checklist (IMM 5610) or they will be returned as incomplete.

so confusing where I should submit.. anybody has ideas? I probably should call them
anybody applys from their home country?

More search and found this: It seems everybody should submit to Sydney. But I heard that they only post within Canada. Is it true? If my application is not incomplete, will they post it to my mailing address in China?

On December 30, 2011, Citizenship and Immigration Canada (“CIC”) published Operational Bulletin 368 (“OB 368″). According to OB 368, all Canadian Experience Class (“CEC“) applications must now be submitted to the Centralized Intake Office (“CIO“) in Sydney, Nova Scotia. This change became effective on January 1, 2012.

Upon receipt, the CIO will assess each CEC application for completeness. An application must include all of the forms and documents listed in the Generic Document Checklist for CEC applicants to be considered complete by the CIO.

If the application is incomplete, the CIO will return the entire application package (including fee payment) to the applicant. For complete applications, the CIO will enter the application information into the Global Case Management System and recover the processing fee. CIO will then send complete applications to an appropriate office for processing. Offices will process applications according to existing procedures and processing priorities.

Until January 31, 2012, all visa offices will continue to accept any CEC application submitted directly to their office. Missions should forward any CEC application received directly to the CIO. After January 31, 2012, applications will be returned to the applicant advising them that they must submit their application to the CIO.

All applications are now sent to CIO in Sydney, Nova Scotia but you have to select the visa office that will process your application.

anybody applys from their home country?
If you select Buffalo but move to China, can you travel to New York in case there is an interview? This is something to consider when choosing a visa office.
