Apply as Farmer:--Self Employed Federal with no education

Hello Seniors,

Need your help. My brother is an Farmer but no education... Still he very good in English Confident, Computer literate and very sensible person.He wants to apply under Self Employed.. He has 22 yrs of Farm Management exp..
We calculated his points grid and got 61 points including IELTS language test. How ever 0 points in Education.
Can he still apply under SE-Federal. And what is turnaround processing time..

Any help will be much appreciated. Thanks in advance..
