Appln PR - Jan 2013 Appln- refused appln

Hi All ,
Here is situation , could any please please help....im in great need to help ...i need of your inputs and suggestions , will be of great help...

I had Sent PR Appln on Dec 2012 , i received back PR Appln in Jan 2013 , stating please sign a Form ( this form i have not ticket in Doc checklist as i have not appointed any representative)

That time ( dec 2012) i had met IELTS requiremnet CLB level = 6 for NOC 0, A, B , scores are ( Reading : 6.0 , Listening=5.5 , Writing = 6.0 and Speaking=6.0 ) which meets the requirement as defined in CIC website in DEC 2012

Now i received back PR Appln in Jan 2013 , stating please sign a Form ( this form i have not ticket in Doc checklist as i have not appointed any representative)

But now its been assessed based on New Changes declared in Jan 2013 , I got mail mention you did not meet language proficiency as defined in Jan 2013 , thus refused

When i had applied i did meet , Appln was received on Dec 24 2012 , i do have copy of Stamp on Appln , along with Date Stamp


I had sent mail that i met requirement as per Dec 2012 , but even though it was refused ..please please help , suggestions will be great help ....

I am very disappointed now ...as i have lost 10 months for no reason ...else i would have reapplied

But strangely i see Appln Status showing as "in-process" , thus this mean its positive

I had received from CPP-0 mentioned appln received .....

I know it will be rejected...but could anyone suggest or help ....im very very disappointed .....this is injustice....

PLEASE HELP ...ANY SUGGESTIONS.....

Be clear please three steps process :

3.whats date show for application recieved when u login on ecas ? did they mail u back whole package ?

Thanks for looking into application and for your response ,i would like to bring to your attention that i had met the CLB level based on scores mentioned that time (Dec 2012) in CIC website ,where it shows for NOC O,A,B CLB level= 6.0 , i have hereby attached screen show for your reference and i had taken IELTS exam (Dec 1st 2012 ) much before new changes we announced where i did meet CLB level as mentioned in CIC website and i had also confirmed the same by Calling CIC Call center as well , based on the CIC website and CIC call center, i had sent PR application ,please advise , thank you.

3.whats date show for application recieved when u login on ecas ? did they mail u back whole package ?

when you login into eCAS date shows jan 21,2013 , no i have not got back whole package yet....i just received mai back from CPP when i sent request for status on PR

hello,
sorry to hear about your application refusal.
if i totally understand you well,i think you said that your application was submitted back in Dec 2012 but it was sent back to you as incomplete because one of the forms was missing a signature,so you correct it and resubmitted the whole application back which was received on January 2013.
if your application was received in or after January 2 then its considered under the new rules because thats the date the complete application was received,for that reason your IELTS score its below the minimum required for your NOC level.
i wish you a good luck and i think your best option is to reapply again.

Confusing,
Application received date and AOR shouldn't be same.
As Canadavisa13 mentioned, if u r ECAS shows the application received date before Jan 2, than u r IELTS good to go as per old rules.

i think his application was received after the new rules were implemented and his IELTS score was below the required minimum therefore his pplication was refused.

The date you first submitted and the date it reached CIO
The date your application was returned
The date you resubmitted - did you send back the original application or did you refill the forms?
Were there red markings on your application?

Gladaki also asked for the message FROM CIC. You posted the message you send them which doesn't help much

From reading everything through, if your ecas shows application received jan 21 then as other posters have said, you'll be assessed by the new rules - your original application was incomplete and thus not accepted or received

Yes , i did resubmited and send back new set of forms , there was nothing to be refill , even signature missing was not applicable to me and i had not checked this form in Doc list as it does not apply to me

Totally correct. You have no hope of an appeal.

Dude your date does not line up . CIC mail states it as 21 jan 2013 but u said it is 14th jan 2013 when they received your application. Which one is the right one.What date does ur ECAS show.

I meant CIC received on jan 14th as per courier ,where as ecas shows jan 21th

No legal advice required. You submitted your app after new rules took effect. It's unfortunate but simple.
