2. No, unless you fail the medical.
3. Depends whether your application is complete, you qualify, and demonstrate in your application that you qualify under the NOC you applied under and have 67 points.

If you are applying under Skilled Worker then you wait for the Medical form request from Manila, then go the DMP. If it is a spousal application, you go to the DMP with the appendix C and the DMP will have the forms.

The overseas processing office will send you a letter after they receive the application to obtain the KSA Police Certificate. http://www.cic.gc.ca/english/information/security/police-cert/mid-east/saudi-arabia.asp
