Well I definitely missed that. My husband and I just submitted his inland permanent residence & work permit extension application today. I didn't notice that possibility until yesterday, and we were under a tight deadline (needed to submit before work permit expires to get implied status). Everyone I've spoken to (even immigration consultants) said that because he's in Canada we have to apply inland.
