Immigration Consultants have been a constant source of problems - to such an extent that there is a regulatory body (http://www.iccrc-crcic.ca/home.cfm) and you are strongly recommended to only work with someone who is accredited by ICCRC. While that doesn't mean you might not run into a crook, it does mean that there is at least some accountability.
You might wish to find out if your consultant is a member - I'd guess not. Sadly, I'm afraid you may have become a victim of a scam.
