Applied for WP in Feb and still no reply till now

Hello everyone,
A friend of mine applied for a closed work permit in February and still hasn't gotten a reply till now (October 06). Is there anyone having the same situation?
Does anyone know what's to be done? He has already called the IRCC multiple times and got the usual reply.

What country and NOC with the LMIA.

He applied from inside Canada and got positive LMIA
